incid\u00eancia de ISS<\/strong>;<\/p>\n<\/li>\n<li data-start=\"1334\" data-end=\"1446\">\n<p data-start=\"1336\" data-end=\"1446\">O munic\u00edpio possui meios pr\u00f3prios de cobran\u00e7a e <strong data-start=\"1384\" data-end=\"1443\">n\u00e3o pode usar o Habite-se como forma de san\u00e7\u00e3o indireta<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1448\" data-end=\"1559\">Ou seja: a Prefeitura <strong data-start=\"1470\" data-end=\"1516\">n\u00e3o pode impedir a regulariza\u00e7\u00e3o do im\u00f3vel<\/strong> apenas pela discuss\u00e3o tribut\u00e1ria do ISS.<\/p>\n<hr data-start=\"1561\" data-end=\"1564\" \/>\n<h2 data-start=\"1566\" data-end=\"1609\">O Papel do Engenheiro na Regulariza\u00e7\u00e3o<\/h2>\n<p data-start=\"1610\" data-end=\"1758\">A <strong
